强拉车门泼水、针对性骚扰女性……警方出手！

多方报道显示，在云南西双版纳泼水节期间，接连出现高压水枪恶意喷射、强行拉拽车门围堵泼水、借节庆名义肆意滋扰他人等不文明行为。

During the annual Water-Splashing Festival in Xishuangbanna Dai autonomous prefecture in Yunnan province, a series of uncivilized acts, including the malicious use of high-pressure water guns, forcibly opening car doors to drench occupants and harassing passersby, have drawn widespread criticism.

据央视新闻，当地公安部门近日通过全面核查、复盘还原现场，

已锁定相关涉事人员，依法追究相关责任；对其他参与人员进行训诫教育没收违规危险水具。

Local authorities have reviewed surveillance footage and identified individuals involved in the incidents, China Central Television reported. Those found responsible will face legal consequences, while others have been reprimanded and had their high-pressure water guns confiscated.

此前，在相关短视频中，不少参与者漠视公共边界与民俗礼仪，使用高压水枪、大功率水炮近距离无差别喷射路人，甚至针对性骚扰女性、无视他人抗拒意愿；部分人员占道聚集，强行拉扯行驶及停靠车辆门窗肆意泼水，造成车辆内饰受损、电路故障等财产损害。

Videos circulating online show participants disregarding public boundaries and basic festival etiquette. Some used high-pressure water jets or powerful hoses to soak pedestrians at close range. Others deliberately targeted women despite clear signs of refusal.

There were also cases of people gathering on roads and pulling open the doors of moving or parked vehicles to pour water inside, causing interior damage and electrical malfunctions.

云南各地在节前曾发布文明泼水相关通告，倡导市民游客以枝叶轻泼等温和方式传递节日祝福；同时提出：主动避让老人、孕妇、婴儿、病患及正在执行公务的工作人员，不携带、不使用高压水枪、水气球、车载储水装置等具有攻击性或容易造成伤害的工具泼水，不向行驶中的汽车、摩托车、电动车、自行车泼水，不堵截车辆强行泼水，不借泼水之名骚扰他人或实施低俗行为。

中国人民大学法学院教授石佳友称，

违背他人的意愿，向别人强行泼水、损害他人的财物、对他人的人身造成一定伤害，这种情况有可能构成治安管理处罚。如果情节非常严重，比如猥亵的情节比较严重，构成强制猥亵罪，另外还有可能情节严重的情况，构成寻衅滋事罪，这些行为可能会受到刑法的制裁。

Shi Jiayou, a law professor at Renmin University of China, said that forcefully splashing others against their will, damaging property or causing bodily harm may violate public security regulations. In more serious cases, such conduct could constitute criminal offenses, including acts involving indecency or public disorder, which may lead to criminal penalties.

石佳友还表示，根据民法典第1198条，专门针对群众性活动的组织者规定了安全保障义务，如果发生紧急情况，组织者、工作人员不及时到位，及时对游客予以施救，提供必要的帮助，同样承担法律责任。

中青评论曾在4月16日发文称：糟糕的泼水节体验，不仅会对当事人造成伤害，破坏他们对这个节日的美好感受，也会在无形中“劝退”更多游客，玷污当地的文旅招牌。加强执法约束，坚决向“恶意泼”说“不”，才能让人们安心而非忐忑地参与泼水节，让善意在节日中自然流淌。
